I want to know that when we upload site to server. is it automatically listed or index by dmoz.org.?

or do we have to manually add to the directory?

The Open Directory (dmoz.org) is a directory where every suggestion is manually reviewed by a human editor.

That means you cannot 'add' a site but 'suggest' it, using the form linked with 'Suggest URL' from the appropriate category page.

The site then is not added 'automatically' but, rather, sits in a list of unreviewed suggestions until an ODP editor gets around to checking the suggestion and accept/reject it. There is no guaranteed maximum waiting period.

The ODP does list some personal sites. Blogs are one of the common forms of content organization on personal sites.

But personal sites and blogs aren't automatically listed: it depends more on the unique content than on the form.
