Should I report this? There are two links in a category being directed/redirected to the same site. Is it allowed? There is no editor for this category. I think this person once was the editor.

Yes, please report this.
Either trough the "update listing" at the top of the category these sites are in.
Or on #*$! in this thread [#*$!.com...]

That there is no editor listed for that catgeory doens't mean no editor will look at the suggestions and update requests.
