what is the best php with mysql database software to use to create a directory?

I just examined a large number of the supposedly popular php/mysql match ups and I'd have to say the numerous active renditions of the various products were sorry looking things.

Hope you know how to tweak and optimize. Most apparently don't know.

I looked around last year and ended up creating my own. Just as inexpensive by the time you pay for any decent directory, and more importantly, no footprints.
