Incomplete site?

Hi, I am currently building a directory, although some of the catagories have no links as yet, would I be advised to fill up every catagory with at least 1 link before submitting to yahoo instead of being redirected to a page that informs the viewer that "currently there are no links....", would yahoo and ODP class this as a incomplete site? Thanks.

Both ODP and Yahoo accept only sites that have content, so you want to fill the site out as much as humanly possible before submitting, particularly to Yahoo, as you will simply be out the $199 if they don't deem it a finished product.

If a site is deemed to be useless to their searchers, both directories will pass on it, so I would say more than one link per category would be mandatory.

thanks, my site does have plenty of content, its just seperated into sections i.e I have a section about my country, a section on hostel accommodation with 100 hostels listed includes photo and a discription of each, its just the directory of adventure tourism operators that is a bit on the lean side. The catagory for yahoo that I will submit it to only has one other listing, would this make a difference to Yahoo?
