It doesn't matter greatly that the specific sub-category doesn't show a listed editor. Every editor in a category higher up the cookie crumbs can also edit that lower sub-category, as can editors will directory wide permissions. The category is not editorless, there's simply no one person whose elected to make that sub category their main focus.
So you can't "get a site listed". You can help an editor find the site at an opportune time -- but neither we nor you have any knowledge or control over when that opportune time will come.
So WHATEVER you were doing, when you were "TRYING" to get a site listed (other than submitting it ONCE) was just spam, and if incessant enough, accomplished nothing other than wasting the editors' time setting up defenses against you. Probably it wasn't incessant enough to cause anything more than a momentary twinge of irritation -- because people who can't just slough off spam into the cesspool and go on, won't spend much time as an ODP editor doing submittal reviews (there are many other valuable and useful things they can do instead, of course!)
There is NO such thing as an ODP cat without an editor. Metas and editalls can edit wherever they please. And there are a huge number of cats that I am not listed as editor, but can edit there as I am an editor of a cat higher up the tree.
