Since you say that your site isn't listed, and that conforms to the general DMOZ description of spam, I would guess that your site is not listed because DMOZ believes it to be spam.
If you think that your site is not spam and would like another chance to get the site reviewed, DO NOT resubmit the site. Sites which are submitted more than once are considered to be spam.

For any given site that is not listed, there are three main reasons:
The ODP is a volunteer project to list websites that have unique information. There are no deadlines or guaranteed timescales on on the listing of any one website.
If people quit trying to something good because there was still evil in the world, the world would be completely evil.
So we still look at websites -- from Google searches, printed advertisements, link lists, submittals -- trying to pick out the best.
There is (as any surfer can tell you) a lot of trash on the web. Picking out the good (or at least the best) takes time.
That's why it's important to give people the information they need to make the most efficient use of their time.
For submitters, the submittal policy gives your best options. For editors, we're constantly trying multiple approaches to see what the most efficient and most effective methods of finding websites are. We don't limit editors to any particular method, and we get the benefit of all methods as executed by the editors most qualified and enthusiastic about each method.
Out of this, we don't get statistical information that is useful for judging individual sites -- well, you probably knew that already, it's intrinsic to the concept of "probability."
And we don't get any way of controlling or predicting when any particular site will get found and reviewed. All we know is, we can find many more good sites this way than any other human-edited directory can. In the end, that helps more people (even though we can't tell which ones they will be.)
Let me put it to you this way.
If you went to the water treatment plant and they had boy scouts planting trees to beautify the landscape for mentally ill patients who create websites, the "vast majority" of which are "spam pure and simple," then it is obvious that the site was submitted to more than one category or submitted to same category on multiple occasions over a three year period during which the publisher did not receive feedback. In other words, God is in His Heaven and All is Right with the World.
Problems with concepts involving logic or statistics, indeed!
