I have an assignment , I am given $200 and I have asked to submit to different directories (the ones which ask for life time inclusion, one time payment I mean no recurring payments), now after my submission people will review my choice of directory and expected ROI.
Some concerns are PR , quality of the directory, trafiic wise e.t.c
So you were me, which directories will you choose? Hope to get some replies and help for my assignment :) .

Those would be an excellent start. Don't look at Page Rank when looking at a directory, look the topic structure, the amount of pages it has indexed, quality of sites listed etc.

If it looks like a bunch of affiliate links or a "made for AdSense" site, it will be removed.
To be listed here, directories need to be "established", which of course is subjective. Generally a few hundred thousand listings, PR6 or 7+ and be at least somewhat recognized on the net

Every directory with 'a few hundred thousand linstings' will be 'somewhat recognized' on the net. After all, there are no more than 3-4 with such a large number of sites listed and they are all WELL known anyway. We need more flexibility to be able to talk about other directories. That flecibility is clearly shown by the listing of other directories, with much less than 'few hundred thousand listings' mentioned here.
I am tring to get some niche diretcories also, but most of the biggy directories and packed with a lot of sites, so I am tring to get smaller directories with reasonable pricing and quality.

But I would look at different forums (where they allow webmasters to help other webmasters) and read up on what people have to say.
That's actually quite hard to answer, there's a lot of new directories out there, many specifically designed for maximum SEO value, but G seems to be ignoring the lot of them.

Can't see any mention anywhere in BOTW of free listings for non-commercial sites. Have they removed this option?
Definitely not, and we never will. Non-commercial sites account for a substantial portion of our daily submissions, and we value the inclusion of quality sites regardless of their commercial status. We did, however, remove the non-commercial feature from the Index page submisison process. We found that far too many webmasters were simply submitting their site uncategorized, dramatically increasing the amount of time an editor spends processing the submission.
In order to submit a non-commercial site, a webmaster must navigate the directory to the most appropriate category for your site. Upon clicking either the "Add URL" or "Submit Site" link, simply choose the non-commercial site submit process. Further details can be found at our Help page.
