I have resent an editor application after I got rejected but invited last time. I resent the application about 12 days ago but I still haven't gotten a response from them.
Is it rejected? Should I bother to send another application?

It is entirely up to them to respond or not. They have been pretty quick about answering applications.

or your application may not have got through for some reason, in which case they can't respond because they don't know that you've tried to apply. Your best bet is to ask them specifically.

When I submitted another application, it says I can only have one application at a time.

It could also be waiting in limbo if you didn't repond to the latest confirmation email.

You should also be aware that application processing was turned off for a couple of weeks during the hardware upgrade (which is mostly behind us.) Applications are being processed again, but a record backlog accumulated in the meantime. We regret the delay; the meta-editing community generally places "accepting new editors" second only to "abuse cleanup" in the overall priority list: but each application probably takes longer to review than it did to fill out.

Yeah, I know the feeling. I had an ear infection like that once. I sympathize.
