Surf to an appropriate category, politely email the editor suggesting your site for review, and then maybe link back to them.

Depends on the editor. Each category is up to their whim. If you have a nice content site they feel will benefit their visitors then you have a shot. If you are a one page ad for a product you better promise them affiliate revenue or a nice kickback ;)
