My question is: I want to submit my site to a certain directory in DMOZ, but the directory does not have an editor and seems to be updated only sporadically. However, there is a general category that my site would more or less fit in, that has an active editor. So I am wondering: does the editor of a directory have the power to place a site into a directory that has no editor? For instance, in this case, the Directory "Widget Guides" has an editor, but the directory I am trying to get into, "Specific Blue Widgets", does not have an editor. Can the editor of "widget guides" place me into "specific blue widgets" even though he isn't the editor of that category, and there is no editor at all?

But remember that normal procedure for most editors in charge of larger category trees is like this:
a) Process submissions from all subcategories in turn ("Blue Widgets", "Green Widgets", ...)
b) Look at the main widgets category and split the unreviewed to the colour subcategories, just quicksorting (not reviewing) - Most submitters fail to choose the most apropriate category for their site. :-(
c) Restart with a), now processing the submissions that were submitted to the correct categories in the meantime and the ones moved in from the main category.
So submitting to the wrong (or to broad) category will make him some extra workload and you some extra time.
