add URL in DMOZ

There's no Add URL link in my DMOZ category (although there is an Update URL link!). And the higher-level category has neither Add URL or Update URL link. What do I do?

You should look for another.

All other categories are very inappropriate. And the category I'd like to add to is a perfect fit. So what do I do?

"Add URL" is usually turned off because the category is a magnet for spam, so nothing more is going to be added to it; or because the category is going to be one that just lists related categories, or holds an alphabar.
