I understand it isn't officially published but from the available vast warehouse of knowledge available in these forums, is there a limit to the number of domains an individual can submit to dmoz?

There is no limit to the number of domains. But to avoid being tagged as a spammer, make sure each one has unique content, is separate and distinct. You do not want to submit mirror or duplicate sites, or sites that an editor might even suspect are mirror sites. It would be best if each site fits in a different category from the others. ODP has very effective ways of announcing to all editors that so-and-so is a spammer.

I think they might have some way to flag sites and quickly alert editors about suspicious sites. It's all about unique content which is in some ways subjective from editor to editor. Businesses generally get a regional and a topical listing. One reason to use separate domains is to spread commercial business content to gain additional listings that it probably would not get if the editor knew they were all related.

Deep linked sites that are real resources don't really need to use separate domains in ODP cause the good content sections of the site are often deep linked. Webmasterworld is a prime example. The BB could be split into separate domains for each forum but the content is so good that just one domain gets a fairly large number of links.

For multiple domains on multiple topics: Unlimited. The more you submit with good unique content, the better the ODP will become :-)
For a single domain: Generally, one in Topical and one in Regional. You will only be listed in Regional if you have contact information (address, phone number) on the site in a visible place...please remember this.
