I was wondering about the "significant changes" at first, but I guess some of it can really be seen as that from the outside. For most editors, the changes simply mean that the written word is now closer to the executed actions than it was before, and many things that were previously just implied are now spelled out explicitly.
It provides a list of methods to spam ODP and ways to CYA if one is trying to get similar sites listed. To get aditional listings, one should list different addresses, different phone numbers, etc...
It's not going to affect anyone who does that stuff anyway but may alert those not so clever as to how to better structure their submissions to slip through.
In any case, excellent job of clarification of the guidelines!
