Due to restrictions on my host, I am using phpMyAdmin, as opposed some other interface. I am also hosting a site and new database for someone who is quite savvy, and wants to build his tables, etc., on his own through an interface. I contacted my host about the need to allow another user to login, but with restricted access, and they referred to phpMyAdmin documentation. However, I couldn't make heads or tails of the documentation as a solution to this problem, as the only access I have to the databases are through phpMyAdmin.

Anyone know how to do this? TIA

I dont think you can actually add new restricted access users to phpmyAdmin.

Search for some software that allows you to connect to your DB but logs and restricts some activites for some users. You may have to pay for it though!
