Does anyone know of any software that can create/manage bar codes that are web friendly?

Do you mean a barcode font? What do you mean web friendly?

Search for BarCode Mill - it's a product I have used for nearly a decade.

What I meant by Web Friendly; hardware that can scan a barcode and have the software send the info to website.
