What's the best .db for Flash applications like this?

We're going to be building an application in FLASH soon, taking only a little over 1000 questions & answers from a book and converting them to a dynamic flash type of application for both web and cd-rom. I kindly request your help/advice re which is the BEST DB TO USE for such a FLASH application and why. Basically almost all the questions are multiple choice, but there are many versions of these MC questions & answers.

THE DATABASE SHOULD ALLOW US TO DO THESE THINGS WITH THE APP OR BE COMPATIBLE LIKE THIS:

1. web or cd-rom
2. should work with windows or mac os
3. dynamic
4.Database must be secure and encrypted.
5. We'd LOVE to be able to copy and paste from the original Word (or pdf) directly to the table (but remember too that we've got symbols and tables, so not sure how that wud work).
6. In addition to being able to copy and paste form word, we'd love the symbols AND the FORMATTING (eg bold, underlines, italics) to paste to the db too...if possible.
7. There's a lot of SYMBOLS (for example arrows, etc, ie not flash symbols per se), and even TABLES (eg showing different sequences of symbols and one sequence is the correct answer).
8. I guess, being a non-programmer, I'd also need to know what types of databases work with Flash applications to begin with.
9. Could msAccess accomplish all this? (I ask because it's the db I know and I could update questions and answers to it without having to bother the coder every time).
