Backup/Restore option not showing in PG SQL

how to create the users having backup/restore option

Hai,

I am using Postgres 8.3 and PGAdmin III which is in the Windows Platform.

In the PG Admin III GUI Mode,showing the option of Backup and Restore only to the Super users.

I would like to create the user(not the Super User) who is having Backup and Restore Option for the Databases.

Please help me to fix this problem.
