MySQL not accepting connections

I have MySQL 5.0 running on IIS6 - it refuses to take any connections when started up as a normal service. It just hangs up and does nothing.

When I start with the --console switch from a command line it seems to work and allows me to connect and browse data using local GUI tools (SQLYog) on the server itself.

I am thinking it's some sort of permissions / security type issue but can't figure it out at all.

I have tried MySQL reinstall but even trying different builds I am having the same issues.

Please help!
