Large Database Design for the web,,,

Okay, this post will not be for everyone but I have to deal with it and I am a bit lost and I could use suggestions. I do believe some of us like a good puzzle so here goes...

I have 2 databases that I are currently in CSV and I am most likely going to convert them to SQL for mysql. One database is all businesses in the US and the other is Consumers with 45 fields of home, lifestyle, job, and lots of misc data for direct postal mail.

I should mention that I have broken it down into states already because I don't want to kill my servers so I figure I can load 50 for each database and see how it moves along.

I am trying real hard to find a pre-packaged GUI that will allow us to query the data by most fields with summarized reports in text, and admin over the export of data to CSV, does anyone know of the most efficient way to do this?
