How can my webmaster set this up? I need to be able to show pages on my site according to WHERE the visitor is located. State etc.

A Google search on geotargeting [google.com] turns up helpful answers. There are commercial applications available to accomplish this. There are also free and commercial geolocation IP databases available. I also just saw a free geolocation PHP class published.
