no official word from twitter on their blog; but i guess it appears to be a personal branding real estate tug-o-war started by twitter when they optimized their title tags with a user's name, so your profile could come up for personal queries:

then google ducked and counter punched by opening the option to use a seo friendly url for user profiles:

I heard it through my man p1r 1st; his man, phil yeh, requested it a little over a month back. I just Googled my name, and I saw the meta description populate the snippet.
I have to give @philyeh props for the alert on this. That guy has some sort of connection to Twitter HTML and whenever a byte changes, he Tweets about it. He's also been sending suggestions/hints to Twitter via the public Timeline about <title> and META Description Elements.
I've done a few key searches this morning and I'd have to say that one change probably just pushed most Twitter profiles into a top position. I know it did with mine and that is a first. Now I get to compete with my Twitter Profile. I don't mind, I like stiff competition. :)
This is a perfect fit when looking at the Twitter Profile page. The META is populated by your Online Bio which is up to 160 characters in length. I'm sure we're going to see quite a few Bio updates over the next week or so as the word gets out.
I've been writing various articles on Twitter Search Optimization and everything I've stated has now become a reality. My initial research this morning shows that Twitter will show up to 140 Characters of a Tweet in the META Description.
