I recently started a business site for web site design and I want to a second part to the site a web master and graphic artist section where they can submit tutorials and earn rep and a chance to work for the site on the building of site but which would be better a blog which I have set up or a forum?

I know blogs are popular at the moment but would a forum add a bit more to it?

start with the blog, post tips and idea, even tutorials and screenshots (people like that) If you see that this thin is growing big then do the forum thing. The blog will be the tool to test the waters.

I think Frida's suggestion is a good one. Forums with no activity aren't appealing, and starting one can be a lot of work. Do your best to solicit comments on your blog, and try to build up an interactive reader base. Maybe even invite guest articles or similar.

If you can see some good two-way dialog forming, then a forum launch might make sense.

This is the exact same feature that every blogger wants to have on his blog. If you manage to build this dialog within your blog then a forum will be an easy task for you to perform.

If I were in your shoes I'd have chosen the blog. Frida is right about that, you have to test the waters before you jump into the vast ocean.
