I am starting a new forum on a subject that is very dear to me. I need help in creating the forum though as I have no experience in that. I would need any of the good applications like vBulletin but with the add-ons like the rating system, nice design, etc. Where can I find a company who can do this for me? I rather not use someone from elance.

I'd suggest posting in mod sites like vbulletin.org - you should be able to find someone to customize to your needs.

I will suggest phpbb as it is very much customizable with a lot of add-on mods for additional features.
