I guess it could be faster, but telnet is little-used by average people these days. Increasing access to broadband is reducing BBS performance issues overall, and the feature sets of today's html-based systems are far beyond old text systems.

Unless you have a particularly geeky crowd, then the answer is no, no-one uses Telnet BBSes at all these days other than for experimentation or nostalgia. A web-based forum over http is the only way to go.
