Experienced PHP/Mysql Programmar required for a portal re-design

ee have a small portal using a news script very old and obsolete, we want to re-design the entire portal using a custom CMS or any other free or commercial options available. This shall be an ongoing work.

Apart from all the basic SEO features of wordpress, we require following functionalities download system (where users can download software from our site), video publishing, news and article publishing.
