Whether it is cloaking?

I saw 2 domains example.com and example123.com.

Google indexed example123.com data for example.com.
But I can see both domain up and live.
They have not redirected and no re-write.

Whether they are employing cloaking ?
What type of cloaking they are using?

Simply incompetence on their part: They have two URLs for each of their pages, and so are competing with themselves... and neither URL will do as well in the search rankings as a result. It's fairly likely that you can get duplicate content from all of these:

example.com/
example.com./
example.com:80/
example.com.:80/
www.example.com/
www.example.com./
www.example.com:80/
www.example.com.:80/
example123.com/
example123.com./
example123.com:80/
example124.com.:80/
www.example123.com/
www.example123.com./
www.example123.com:80/
www.example123.com.:80/

That is 16 URLs all pointing to the same page of content -- and possibly more, if example.com/index.html (or .htm or .php) resolves to the same thing as example.com/

But, I would like to add few more things to my questions.

Only Home Page of example.com is indexed with example123.com. But other pages were fine.
While all other pages of example123.com has been indexed with example.com pages.

What was it?

It wasn't cloaking, it was just that they don't know what they are doing.

Cloaking is serving *different* content for a given URL, depending on who is requesting that URL. Further, if you go by the search engines' definition, cloaking is serving different content to search engines and to visitors with an intention to deceive one or both.
