Am I Cloaking Right?

Hello all, I wanted to ask if there is a way to check if I am doing the cloaking right. My website is a new one and im trying to make it seo friendly but the problem is that I can understand if im doing it ok or not since my PR is 0 and there arent to much traffic from search engines. By a look at the site is there a way to see what the problems are? if someone have tips he is willing to share it will be great thanks all.

In the words of Google:

Don't employ cloaking or sneaky redirects.

Don't deceive your users, or present different content to search engines than you display to users.

Cloaking can get you permanently removed from Google's servers.

If your site was once in Google's index, but is now nowhere to be found, even if you do a site:example.com query, (replace example.com with your domain name, of course), then your domain has been banned.
