What determines when Adwords show on Yahoo Japan?

I thought it was a minimum trigger price....

I thought there was a minimum price before an ad from Adwords would show on Yahoo.co.jp, but it seems to much more complex.

For one ad even using the minimum bid price the ad shows in the top section of Yahoo in fourth position (also fourth position in Google). There were also two ads at the bottom of the page in Yahoo.

Yet other ads using different more popular phrases do not show in the top section of Yahoo even if there are only two ads there.

It seems to be related to the number of Yahoo directory listings. The key words where there are few Yahoo listings will take more ads.

Any thoughts on this?
What about placing ads via Overture?

Also what is the current minimum rate for Overture Japan ads?

From what I can tell, it has more to do with CTR. I have some minimum bid keywords showing up on yahoo, while other campaigns with minimums don't, all apparently based on past CTR.

The minimum for overture is 35 yen, google is 7 yen.
