I sent an email again to paypal asking about a Japanese interface, this is the reply.

---------------------
PayPal members with Japan listed as the country of their address can
view several sections of their PayPal account in a Japanese localized
version.

These sections include:

· Add Credit Card
· Overview
· Add Credit Card (Activate Account Box)
· Complete Expanded Use Enrollment (Activate Account Box)
· View Limits Link
· Verification
· Sending Limits
· Email Templates
· Error Messaging
· Top FAQs

You can view the above sections in Japanese by clicking on the 'View
page in Japanese' link that appears in the upper right hand corner of
each section.

Please note that the text within all sections will still remain in the
same format as the U.S. Language content that is currently listed on
the PayPal website.

I'm pretty sure this is the way it has been for quite some time now. They added a bit of Japanese on their site when they started letting you add Japanese banks to your account. I signed up before they had the local banks, and simply never got around to adding mine...but I did notice the Japanese form field names. It's been a few years now and I'm surprised they haven't done more localization. They did a good job on the areas they have translated, but it stops there doesn't it? They won't get far with an English sign up page...that's for sure.

Bugger!

So close, but so far.

Clearly it is not ready for the Japanese mass market.

Nope. It's certainly not there yet. I still wonder why they took it this far, but didn't just take the extra step and throw on a Japanese interface. I'll bet they just don't have any Japanese customer service staff. If they keep the majority in English they don't have to take support calls in other languages.
