Google Inc. (GOOG), which moved its Chinese search-engine service offshore last year to avoid the country’s online censorship rules, said China’s government renewed the company’s Internet license.
“We can confirm that the government has renewed our ICP license,” Google said in an e-mailed statement today, without elaborating.

Well that's good news. Either way, even if Google becomes blocked in China, there will be ways around it.

I haven't heard of the Chinese refusing to grant ICP licenses as a penalty, although I could certainly see this as a possibility. The ICP license isn't a general business license though. They're just registering google.cn site with the authorities.
