Changes in AdWords Japan?

I heard a rumor of a couple big changes to Google AdWords in Japan, has anyone else heard of this? They are as follows:

1) minimum bid is gone and 1JPY(in Japan) will be set for all keywords from September 9th.

2) First page bid (cpc required to show up on the first page) metrics would be added in September.

3)Quality Score index, which currently has high -mid -low levels, would be changed to a 1-10 level indicator and would change in real time or near real time.

I'm not super familiar with the Japanese AdWords market, so pardon me if this is way off.

A quick perusal of the Japanese AdWords blog didn't show anything specific or any announcements along these lines. Where'd you hear the rumor?
