I realize that there are certain unique usages of English in Asia, so I understand what you're looking for. The English keywords you might find using Yahoo, Google, Wordtracker, etc. might not accurately reflect local usage. I haven't come across any English language tools that are this specific though. Has anyone else seen something like this?
