Biglobe Charges 21,000 yen to release domain

Biglobe just notified us that to release a domain to a different regisitor is will cost 21,000 yen (about US$200). This seems pretty expensive.

This is my first time to be charged to releasing a domain.

Has any one had this kind of experience before?

I've had registrars charge similar amounts to change the owner registration name, but never to transfer to another registrar. That sounds excessive.

Actually this is the first time I have been charged by a hosting company in Japan to release a domain. I guess it is a pretty good switching cost to discourage us from changing servers.

Also what extension was the domain?
Was it a co.jp? com? net?
