Hosting in Hong Kong?

Hey!

I'm launching a small community targeted towards users in Shanghai and I'm looking at hosting solutions. I'm expecting to have an average of 400 users onlie around the clock.

Having hosting in China means getting an ICP, which requires a local company (For the commercial license that needs approval) or letting the hosting company get your license (Which feels sketchy) so the plan is to simply host in Hong Kong.

What hosts are available? Which ones are good? How much slower is it? Does it really matter speed-wise if you're hosting in Shanghai or Hong Kong?
