Personal ICP License

I've read all ICP topics here, but have not yet managed to find out the filing process for a personal ICP license (current process - 2006/7). Is it only for citizens? What documents does it require? Can I do it over the fax/internet/mail?

I'm afraid my chinese reading skills are not up to speed, so it's a bit hard for me to skip through gov. web sites (well actually, skipping is all I can do :)

Hi,

I hosting company applied for one on my behalf for my hosting in Beijing.

IIRC all they needed was my name and address; nothing very detailed or oppressive anyway.
