Considering that they cannot collect most of their due taxes, I don't think many people would be worried about it.

Are there any references or press releases available relating to this Gogoy?

Network marketing is slowly being accepted by the Chinese government. In July a billion-dollar direct selling firm was allowed to operate in China. It already had a retail-base, but not until changes in the law arrived was it able to sell directly. Now ecommerce is allowed directly too and it is going to mean great things!

One of the results of this could be the online marketplace becoming more flooded with CDs, DVDs, sporting goods, clothing, tools, little blue pills, and other products that are counterfeit copies of American products. These rip-off products have been sold openly in countless stores in China for many years, and the Chinese government does little about it.

I haven't run across any references to this either, but I've been a bit tied up today. ;) Do we have confirmation of this tax?

An e-commerce tax could be an impediment to people looking to break into this field. I am sure that the government would like to get a piece of this action, but at what cost? Couldn't they get revenue from these transactions in other ways?
