I looked thru Google for submission software packages in Japanese. Although a lot of the stuff looked like fly-by-night SEO spam, there are a few Japanese language programs that appear to do what you want...however, you'd have to run them on a Japanese OS, and it sounds like you're in the market for an English solution...There's not too much available on that end from what I saw. Maybe you could get someone to code you a solution. There really aren't that many Japanese robot driven SEs left anyway ;)
will the search engines in JP read english metatagsThe engines that take meta tags into consideration are dwindling, and the ones that do really aren't going to bring you that much traffic anyway. That said, I'd say that if you're fishing for Japanese traffic, you'd better have Japanese content. Targeting Japanese visitors with English sites will most likely bring only a trickle of traffic.
will it hurt the site if its on a server in the US, but with a .jp domain?I think I remember that there were a few experimental robot driven SEs that only crawled Japan based IPs...but that was a few years back. I haven't heard of any recent limitations to the physical location of your host. As long as the DNS propagates, I think you're safe hosting anywhere you like.
