Currently folks can register a .com.au domain if they can prove a "close and substantial" connection with a domain name before they can register it for use. (not heavily policed or contained as it is)
auDA are calling for public comment to see what is thought of allowing the au space to become open for individuals and organisations to optain domains for monetisation...
What is domain monetisation?Domain monetisation is the practice of registering large numbers of domain names for the primary purpose of capturing as much web traffic as possible to maximise advertising revenue.
"The domain monetisation business model is based on generating small amounts of revenue from large numbers of domain names," Mr Disspain said.
"The practice is becoming particularly common amongst registrants of .com and .net domain names.
This is because unlike .au domain names there are no policy rules limiting the number and type of .com and .net domain names a single registrant can register."
The question being asked by the issues paper is whether it should be acceptable under the "close and substantial connection" rule to register domain names for the primary purpose of domain monetisation.
Information and method of submitting are available on the auda.org.au website and there are a few articles out there on zdnet etc.
I do not see a whole lot of response posted as yet on the auDA website (all responses will be posted there)...

Mr. Fenton from NetRegistry in his response stated my feelings perfectly.
As quoted:
"As a final note I would suggest that if auDA was to implement a policy disallowing a
specific (business) use of a domain name that auDA will then have moved out of domain
based policy and into web content based policy."
& there current policy is open to one's interpretation of the rule of a "close and substantial connection".
Good luck "policing" such a rule if they enforce it.
Why don't they just disallow any and every site that is monetizing there traffic via Adsense? why stop there? What's next, people can't put banners on there site? other contextual advertising solutions?
oh yeah.. perfect example. I have my domain name parked at Godaddy, they use contextual advertising on all parked domains.. is my domain licence going to be revoked?
