Any theories on
1. What criteria are used define the search-related categories
2. What criteria are used to allocate pages to each category?

I like the idea but it needs some finetuning...

It's built 100% on-the-fly out of keyword lists. Not controllable by the webmaster.

But it seems to be PPC..kinda..
From partnering page:
"Sponsoring a keyword will give your organization a prominent position on the results page for that search. If you are a computer software sponsor, for example, any query relating to that topic will return a search results page that will include a link to your Web site. The search results and the ranking of results are not influenced by sponsorships."

Is this not confusing?

I'm taking that to mean that if in the normal order things a page would rank at #25 or #65 - it'll stay right there, according to its relevance.

How I'm interpreting "prominent listing" is that while a page's ranking may be #25 or #65 in the normal index, it'll be given a prominent spot on the results page - which I'd assume would be identified as being different from the regular search results and somehow separated.

It would be contradictory otherwise. And imho, this would be a very ethical approach, much the same way that AdWords is.

It's targetted banner advertising sold on the keyword level.
