Well, unless you are running your own network, with your own DNS servers, and routers, and such, and demonstrate a need for that many addresses you won't get them directly from ARIN.
The usual way for most people to get IP's is through a hosting account with an ISP. If you are looking for a whole class "C" that might be a little tough. Even paying for a server or two may not get you that many.

In any case your best bet is to ask your ISP what they will charge, there is no set price, unless you have your own network, or you are an ISP in which case ARIN spells out the pricing very clearly.
