I have a concern about a site listing repeated links to my site that I did not post. I tried to track down the ISP of the provider of qpersonals but I have been unsuccessful so far to date. Is there anything I can do about this? It is quite obvious to me what they are doing.

Sure, you can do something: Detect the referer, and redirect visitors from that site to a special page which explains the situation, denounces the referring site, or whatever you want to do.

Thanks again Jim. I was thinking more along the lines of an email to the ISP. I mean they are running a link farm and the page rank is zero. I made a phone call and some of the links to my sites dissappeared but not all of them. I can't tell who their isp is and I would like to know.

If it is just one or two and you have plenty of other quality links, you probably don't have to worry about any penalties.
