Should Web-only businesses be required to be disabled-accessible?

I agree with the article and think it was a bad ruling. I'm not a lawyer and I don't understand the subtlties of the ADA, but regardless of law, I think we Web creators have a moral obligation to open up accessibility as best we can.

I've been doing research lately on what will make a difference to someone with a disability, and it really isn't that hard to implement. A lot of it is just creating clean code and using descriptive alt/title attributes. You don't even have to do strict CSS layout.

Like the requirement that new or significantly renovated buildingd that fall under the heading of "public accomodations" have wheelchair access? I'm rather a fan of that one, and think it has been handled fairly reasonably. Of course, I don't know how you handle such requirements on the web. Which ones are "public accomodations" and which ones are private property that doesn't have to comply?
