I've been doing research lately on what will make a difference to someone with a disability, and it really isn't that hard to implement. A lot of it is just creating clean code and using descriptive alt/title attributes. You don't even have to do strict CSS layout.
A requirement forced on business (and individuals) by government? Fahget about it.
Like the requirement that new or significantly renovated buildingd that fall under the heading of "public accomodations" have wheelchair access? I'm rather a fan of that one, and think it has been handled fairly reasonably. Of course, I don't know how you handle such requirements on the web. Which ones are "public accomodations" and which ones are private property that doesn't have to comply?
