Web Hosting - Reselling to clients

Web hosting recommendation sought

Can someone recommend some web hosting service or company that allows reselling of domains?

I want to be able to get new domains up quickly, have plain old ftp and telnet access (no stupid front end screens), and cgi-bin access. Linux, not NT.
