edit: it depends of the kind of site you are running, if this is an e-commerce, my answer would be to split your budget , between ads, and promoting your goods on social networks (if this is applicable)

What is the desired revenue stream? SEO (in the classic, now mythical sense) not longer works (in the class, now mythical sense).
Content, presentation, value. Serve the users and "seo" will follow.
MEANWHILE, K.I.S.S. ... or "don't do something stupid".
