We are doing the webinar for free, so the partner should also agree with that.

When you approach someone to help you host a webinar, you need to offer them something in return. It's just like any other business transaction- they have something you want, so you you need to trade for it for something they want.
Since you won't be paying for it, you'll need to offer something else that is of value to them. There's no generic answer (well, most of the time money works), so you have to figure out what each person wants (in advance) before you approach them. What is it that you have to offer each person?
