Obviously starting with big cos and (amusingly) lots of government sites.
Where the business has a UK subsidiary or separate site they are contacting that.
Choices may give us some clues what their priorities are.

Looks like it was put together at a "brain storming" session while most of the brains were on vacation and that's all that they could come up with.

Suprised Ryanair is not on the list.. oh but they are Irish so not matter then.
The UK always over legislates EU law. Just looked at our Dutch supplier web site .. simply says we use cookies and you can turn them off if you want to.

I'd have expected to see at least a couple of dozen of the UKs major retailers in that list.
