who should get the commission off the referral link?

This is hard for me to put across without sounding like spam or promotion.

If a webmaster built a site and included in the pricing package registering the customer on the GPS system for 10 Euros per year and then placed an affiliate link on their customers site. would it be wrong or correct for that particular webmaster to earn off his/her customers website referral? Or would it be better to tell your customer you have registered them on the GPS system and any referrals from their new site would generate a 2 euro commission for them.

If you have paid for the GPS registration; who should get the commission off the referral link?

It comes down to the (written) agreement that you have with your client stipulating A) that you can put the affiliate link there, and B) how the proceeds for affiliate referrals would be shared.

It depends on the affiliate agreement. Some companies do not pay commissions of direct purchases by their affiliates.
