I am looking for software that will allow users to create their own template based website. Is there any software out their that does this. I want something that is automated from the time the user sign's up to the completion of their site.

You could probably extend Zope/Plone to do something like this. Would not be surprised if there is already an add-on for it. [plone.org...]
Will your users have similar/overlapping needs, something that you can create a handful of content templates for?
