I asked a second year college student to design a company logo and a basic template layout for my site. Straight HTML, no scripts or programming involved. How do you discuss pricing? Is it on a per project basis? Per task (i.e. logo, template layout, etc)?

I do all design work on an hourly basis, with an estimate on projects large enough to warrant the time to prepare it. A person could spend a several hours to several weeks designing a logo, depending on whether you are very small business or a big corporation.
A good idea to get the $$ sorted out before too much time is spent. Tell them how much you want to spend, and ask them if it is a realistic goal.

For a standard template with a logo, I would pay him a set fee as there is no real time scale for charging by the hour.

He could say X amount for X amount of hours. That could be more costly then say a set fee.

Try and get a balance.

60-100 dollars is an appropriate figure for this type of thing.

If I were asking for this type of service, I would take expect 2-3 logos to choose from and 2-3 variations of templates to choose from - putting it in an "average" range of $300-$400 for very basic work. Custom design is just that, however. It would be nice to be able to have a standard "price in a box" - but it's not really feasible.

One designer I work with charges $350-$700 just to create a logo. Cost depends on the logo complexity. The client then gets 2-3 logos to choose from. Creation of a site template would be an extra charge.

Your best option is to decide on a budget and work with the student on it. Remember, your idea of a basic layout and some one else's idea of what a basic layout is may be wildly different.
