Reselling e-books and VAT

Books and Education are both VAT exempt in the UK.

If I buy licences to view e-books inside a portal and resell them should this activity also be VAT exempt? Can the publisher insist on adding VAT?

This is a bit of a grey area. The problem is the items you are selling are not pysical products, so may be classed as a service.

An accountaint would be the best person to ask.
